Utah Legislation 2025 session: Key actions and citizen engagement

The Utah State Legislature’s 2025 General Session commenced on Jan. 21, 2025 and is scheduled to adjourn on March 7, marking the 66th annual 45-day legislative period.

Legislative actions in 2025
Throughout this session, lawmakers deliberated on a multitude of bills addressing various aspects of state governance. Notably, Gov. Spencer Cox, has signed into law a bill that prohibits collective bargaining for public sector unions, including those representing teachers, firefighters and police officers.

This legislation, effective July 1, has been met with significant opposition from union members, who have organized protests and are considering a referendum to overturn the law. 

Additionally, the legislature has witnessed a historic increase in female representation, with women now constituting approximately 30% of its 104 members. This milestone reflects the ongoing efforts to enhance gender diversity within Utah’s political landscape. 

Citizen participation in the legislative process
Utahns are encouraged to actively engage in the legislative process. The state provides several avenues for citizen involvement: 

  • Online Resources: The Utah State Legislature’s official website offers tools to track bills, view committee schedules, and access legislative calendars. 
  • Public Comment: Residents can submit feedback on proposed legislation through online portals or by contacting their respective legislators directly. 
  • Committee Participation: Attending committee meetings, either in person or virtually, allows citizens to provide testimony and insights on issues under consideration. 

Engaging in these processes ensure the voices of Utah’s citizens are heard — fostering a more inclusive and representative legislative environment.

As the 2025 general session comes to a close, Utah Legislation continues to address critical issues impacting the state. Active citizen participation remains a cornerstone of effective governance, underscoring the importance of public engagement in shaping Utah’s legislative future.
